How does a project become accredited in the Accès Condos program?
Developers interested in proposing a project must submit a dossier according to specifications prepared by the SHDM for accreditation to the Accès Condos program. The proposal must take into account various criteria, such as the contribution of the project to the revitalization of a neighbourhood and the guarantees provided to offer affordable and quality condos. Through several stages, the process defines the financial, architectural and commercial parameters of each project, as well as the risk-sharing conditions established by contract. The committee that analyzes the proposals meets four times a year. I own a piece of land. Can the SHDM buy it to develop an Accès Condos project?
The development of an accredited Accès Condos project must be done in partnership with a developer who will take charge of the construction of the project. In this context, the SHDM does not buy land directly for the development of Accès Condos projects. However, if the land has potential for social and cultural development, or is strategically positioned for the revitalization of a neighbourhood, proposals may be considered. When appropriate, land owners are encouraged to contact the department of real estate development to submit their ideas and evaluate the steps to be taken.
I would like to include affordable and/or social housing units within a larger project. Can the SHDM become a partner?
The integration of a portion of accredited Accès Condos units in a project may be considered in an effort to ensure social mix. When appropriate, land owners are encouraged to contact the department of real estate development to submit their ideas and evaluate the steps to be taken.
Does the SHDM buy condominium units in projects that are already on the market?
No. The accreditation of Accès Condos units is done early in the development of a project, according to various criteria, such as the project's contribution to the revitalization of a neighbourhood as well as guarantees to offer affordable, quality condos.
What types of products or services is SHDM looking for?
Specializing in responsible property investment, with a housing stock of over 4,700 apartments as well as institutional and commercial properties totaling over 71,000 square feet, the SHDM often purchases products and expert services related to maintenance and renovation, for both ad hoc and extensive interventions.
For its real estate development projects, as part of its Accès Condos program, or ambitious constructions like Îlot Balmoral, the SHDM also regularly publishes tenders and calls for proposals from architects, developers or builders able to take on major projects.
The SHDM also occasionally needs various products and services for its corporate activities (office equipment, computers, etc.).
In all cases, purchasing and sourcing are regulated by its politique de gestion contractuelle (in French only) available in the official publications page, and the Cities and Towns Act.
How to get a contract from the SHDM? What are the conditions and the contract awarding policy?
In accordance with its parapublic agency status and its politique de gestion contractuelle, SHDM can award contracts as follows:
To inform us of your interest to do business with the SHDM as part of mandates given by private agreement or by invitation, you can register your company to be included in our list of suppliers by simply sending an email stating your company’s name, contact information and of course a description of your products or services and your areas of expertise.
To what conditions SHDM's suppliers must submit before making an offer?

Does the SHDM provide funding to community organizations?
The SHDM does not manage any program to aid community-based organizations. However, it is a partner in various community projects, particularly when these projects address the needs of its tenants. For example, the SHDM offers rental spaces to community organizations for free or at very modest rents to enable them to be closer to their clienteles. It has also funded the transformation of an indoor swimming pool in one of its buildings into a dining room and kitchen for La Fabrique à bouffe project managed by Le Mûrier. The project enables people living with mental health problems to learn to prepare food, which is then offered at low-cost to tenants in the building.
How does the SHDM become involved in a cultural project?
Institutions such as the Ville de Montréal or its boroughs may ask the SHDM to advise them or to play an active role in a real estate project with a cultural vocation, as was the case in the transaction allowing for preservation of the cultural vocation of the former Just For Laughs Museum.
As well, cultural organizations can request the expertise of the SHDM to evaluate their real estate projects in Montréal. When appropriate, the SHDM shares its expertise in project management, architecture and financing and may intervene directly as the principle contractor in certain cases.
How can one present a cultural project to the SHDM?
Organizations having real estate projects with cultural vocations are invited to develop their projects and contact the department of real estate development to submit their ideas and evaluate the steps to be taken.

In accordance with the Act respecting access to documents held by public bodies and the protection of personal information, to which the SHDM is subject as a public body, the supplier consents to the disclosure of his data entered in this registration form.
